RICHMOND, Ky. (WTVQ) – The coronavirus epidemic has extended deadlines for almost everything, from property tax transfers to driver’s license renewals.
Kentucky River Foothills Development Council, Inc. is encouraging all potentially eligible or vulnerable households to apply for the crisis component of the Low Income Home Energy Assistance Program (LIHEAP) as soon as possible.
Eligible households may qualify for up to $400. Crisis relief will be provided immediately.
Individuals and households that have already received assistance this year are eligible to receive additional help if they haven’t used their entire assistance amount of $400.
Even though energy utility companies are not disconnecting utilities during the COVID-19 pandemic, eligible households in our core service counties of Clark, Estill, Madison and Powell with a late notice or a disconnect notice should call us to complete a by-phone or email application.
LIHEAP also helps provide vouchers to those who are within 48 hours of being without heat (propane, Kerosene, wood or coal).
Applications can be made M-F from 8 a.m. – 4 p.m. through April 30, 2020, or until available funds have been expended. LIHEAP requests can be made by contacting:

The Outreach Offices will schedule in-person appointments for emergencies only. Hours will vary based on need.
DOCUMENTS REQUIRED
• Driver’s License or Picture Verification
• Disconnect/Past Due Notice (electric or natural gas).
• Eviction notice (if utilities are included in rent).
• Metered utility bill if seeking assistance for propane/kerosene/wood/coal.
• Proof of Social Security Number or Permanent Residence card (Green Card) for each member of the household.
• Proof of all household members’ income from the preceding month.
ELIGIBILITY GUIDELINES
A household is considered to be eligible for assistance when the household meets the basic eligibility criteria which includes:
- completion of an application;
2. is responsible for home energy costs, directly or as an undesignated portion of their rent;
3. have a combined household income, for the calendar month prior to the month of application, not in excess of 130% of the federal poverty level as listed in the Income Eligibility Guidelines;
4. live in Kentucky when the application is made and apply in the county of residence; and
5. not have liquid resources in excess of $2,000, or $3,000 if at least one person in the household is 60 or older: and/or disabled except for households where a member has a catastrophic illness. The amount may be $4,000 when the resources are being accessed for medical and living expenses.
