State's rental assistance portal to open - The Republic

INDIANAPOLIS — The Indiana Housing and Community Development Authority (IHCDA) is opening the state Rental Assistance Portal beginning at 9 a.m. Monday.

The application for rental assistance may be found at indianahousingnow.org.

“The application portal is designed to help Indiana renters adversely affected by COVID-19 living outside of Marion County avoid eviction by connecting them with programs that can help them cover monthly rent payments or past due rent,” said Indiana Lt. Governor Suzanne Crouch, board chair of IHCDA.

Last month, Gov. Eric J. Holcomb announced $25 million in relief for renters through the COVID-19 Rental Assistance Program. This, combined with other funding sources including the Emergency Solutions Grant (ESG), will provide Hoosier renters that have been affected by COVID-19 with a variety of resources after they have applied through the Rental Assistance Portal.

“It is important that all Hoosiers have equal access to the rental assistance that is available,” said Jacob Sipe, IHCDA executive director.

The city of Columbus has set up a separate rental and utilities assistance program, with a fund of about $200,000 to provide emergency financial assistance to pay rent and utility bills for local residents who need help, said Mary Ferdon, the city’s executive director of administration and community development.

The proposed emergency assistance program, which can be used for a maximum of three months by one applicant, was unanimously approved by the Columbus Board of Works and Public Safety.

Most of this money comes from a supplemental $183,761 received through the Community Development Block Grant (CDBG) program. Originating from the U.S. Department of Housing and Urban Development, this supplemental money can be spent on whatever local officials feel they needs to alleviate suffering from the COVID-19 crisis, she said.

Renters applying for Columbus’ emergency financial assistance must have proof of a delinquency from the landlord or utility company, as well as documentation of their financial hardship and their future financial ability to pay. The assistance must bring the renter current with rental payments, with the remainder of any delinquent payments being paid prior to assistance being granted. Residents must reside within the boundaries of the city of Columbus.

In Columbus, checks will be made payable to the landlord, who is required to provide a W-9 form to the city. Income verification documentation, a duplication of benefits form, a copy of the current lease and a letter of delinquency and/or utility bills is also required.

Applications are available in English and Spanish on the city’s website and should be mailed, emailed, or dropped off to the Administrative Resources association (ARa) at 748 Franklin St. ARa is administering the program for the city and will process applications on a first-come, first-served basis.

In Marion County, individuals seeking rental assistance living in Marion County should visit indyrent.org. The application to apply for this program also opens on Monday.

Indianapolis Mayor Joe Hogsett called the program one of the largest city-focused rental assistance efforts in the entire country. The program is expected to help between 7,000 and 11,000 households.

Hoosiers that are homeless, in a housing crisis, or in need of immediate assistance should call 2-1-1 and ask to connect with a navigator.
