El Monte nonprofit offers free unemployment assistance in Chinese - The San Gabriel Valley Tribune

Neighborhood Legal Services of L.A. County, a nonprofit legal aid organization in El Monte, has partnered with the Legal Aid Foundation of Los Angeles and the Chinatown Service Center to help Chinese-speakers in the San Gabriel Valley with unemployment issues due to the coronavirus.

The collaboration aims to assist low-income communities with language barriers which prevent them from applying for unemployment insurance. Government websites and forms, available in only English or Spanish, are inaccessible to Chinese-only speakers, Neighborhood Legal Services staff attorney Amy Yu said.

“A lot of low-income communities, especially monolingual (Chinese) communities, lack awareness of access to resources, like public benefits and unemployment insurance,” Yu said.

Neighborhood Legal Services’ services are free for low-income clients. Yu hopes the organization’s outreach efforts to Chinese communities will combat cultural resistance to seeking help and the mistaken belief that free services are lower quality, she said.

“We’ve been hearing a lot of stories from clients where other attorneys or notaries are taking advantage of clients’ vulnerabilities like older age and unawareness about free legal resources,” Yu said. “They would be paying, out of pocket, several hundred dollars for help just to apply for unemployment insurance when we provide these services for free.”
