Warren County said Sunday it is seeking more information from the state on how to do additional COVID-19 testing that anyone traveling into New York from a non-contiguous state can be tested to avoid quarantine.
Gov. Andrew M. Cuomo announced Saturday that New York is ditching its list of states that require a two-week quarantine for arrival into New York. In its place, any traveler from out of state who wants to absolve themselves of a 14-day quarantine will have to test negative twice for COVID-19 - once three days before arriving, and then on the fourth day after they come to New York and have been quarantining for the previous three days. The new guidelines start Wednesday, Nov. 4.
The new policy does not impact essential workers or those who are traveling to and from Pennsylvania, Massachusetts, Vermont, Connecticut or New Jersey.
There is also specific guidance for those traveling to non-contiguous states in less than a 24-hour time period. Those people do not have to quarantine but still must take a test on the fourth day after arriving back to New York.
Warren County Health Services Director Ginelle Jones said in a statement Sunday that providing increased testing will be a challenge. "At this time, tests from Warren County medical providers and the Warren County testing site are being used for those with symptoms and known exposures to COVID-19 cases."
Jones added that "rapid tests are not considered ideal for testing people without symptoms, and there is not sufficient capacity of conventional tests in Warren County to handle the expected influx from travelers."
She said Warren County will be advocating for additional state resources to deal with an expected increase in tests. She said for now travelers are directed to seek testing through the state at 1-888-364-3065.
Warren County Health Services is already monitoring 134 precautionary traveler quarantines - those who self-reported their travel to the county.
"Local health departments will validate tests, if necessary, and if a test comes back positive, will issue isolation orders and initiate contact tracing," the state said in its notification about the new travel rules. "The local health department must make contact with the state the traveler came from, to ensure contact tracing proceeds there as well."
