As North Texas reopens in phases, the COVID-19 pandemic continues to take an economic toll on many businesses and residents in Garland. Fortunately, those who are struggling can get help through some local resources and programs.
Rental and mortgage assistance
Garland residents making 80 percent or less of the area median income can apply for help by calling or emailing the Salvation Army. That income number will vary depending on the size of your family. Visit the city’s recovery resources website and check the chart to see whether you qualify.
Garland residents who earn 50 percent or less of the area median income can apply for rental assistance through the Garland Housing Agency. This program only applies to those seeking rental assistance.
Applicants must supply proof they’ve lost their job or had their income reduced along with their legal identification and proof of occupancy for every member of their household.
Property tax exemptions expanded
Some Garland homeowners will enjoy expanded exemptions on their property taxes in 2020.
Last week, the City Council signed off on two exemption increases for the 2020 tax year. Residents eligible for a homestead exemption will now receive a 10 percent exemption rather than the eight percent given in previous years.
For those with disabilities and residents aged 65 or older, the city is allowing an additional $5,000 in appraised value to be exempted for the 2020 tax year.
Nonprofits step in
The statewide nonprofit OneStar Foundation is offering $500,000 in grant funding to nonprofit organizations and agencies that are helping with economic recovery.
Individual grants, available only to to 501(c)3 organizations and government entities, will span from $20,000 to $150,000. Organizations working in health, education, childcare, and community and economic development are eligible to apply this week.
For businesses
The City of Garland Economic Development Department regularly updates a list of resources to help businesses find support and aid. The list includes options for federal, state and local assistance.
The Garland Chamber of Commerce has also compiled options for local businesses seeking assistance. This includes details on small business loans as well as the Texas Workforce Commission’s cost-free training opportunities at Richland College.
The Texas Workforce Commission will provide up to $10 million in funds for grants to businesses and companies across the state. Richland College is administering the grant and will offer up to $2,000 worth of training, per employee, for businesses that qualify.
Federal funding
More help is on the way. Additional grant funding included as part of the CARES Act, the federal coronavirus relief package, will become available for distribution on July 1, according to the city of Garland.
According to the city, these funds will include $502,000 in housing assistance, $300,000 in medical assistance, $136,580 in food and senior services assistance, $130,000 in mental health assistance and $267,145 in program administration assistance.
Residents are encouraged to check the city’s website for updates and more information on how those resources will be allocated.
